Applications Are Pending

Some applicants for MENA salam submitted there applications a while ago, and started with the online program, but i can't see them in the  ((to be considered part)), and on their side, it still shows (application pending). is it normal? as some rebels applied at the same time, but for some, it has been processed and for others it's still pending. any idea?
